Before opening the meeting, the Chairman welcomed members of the public to the meeting and invited them to speak.

 

Matters raised were:

 

Wide loads. The Chairman said it was intended to set up a meeting with Bourne Leisure when Cllr Marsh was better. He had spoken to the police. Wide loads must be escorted but not necessarily by the police.

Manhole cover outside the newsagents. This had been broken for some time. Apparently it had been driven over and broken by a Cleanaway lorry.

Mr David Brake, District Commissioner for Scouting, introduced himself. He was informed of the request that had been made for a representative to join the Youth Committee.

The Chairman then thanked members of the public for their contribution and opened the meeting.

1 APOLOGIES FOR ABSENCE

307  An apology for absence was received from Cllr Marsh,  indisposed.

It was proposed by Cllr Mrs Burrows, seconded by Cllr Mrs George and agreed that this apology be accepted.

308 DECLARATIONS OF INTEREST AND MEMBERS’ REGISTER OF INTERESTS

Cllr Colyer declared a personal interest in items 11c and 13a as the Caretaker’s husband. Cllr Luck declared a personal interest in item 13e as working for the contractor.

It was proposed by Cllr Skudder, seconded by Cllr Colyer and agreed that the minutes of the meeting held on 11 October 2005 be signed as a true record.

4 MATTERS ARISING

310 a C/10/05/4a(263): Dog Bins

In Cllr Marsh’s absence, there was no report.

311 b C/10/05/4b(258): Parish Map

The Clerk reported the Headteacher welcomed the idea. She would contact the local Ordnance Survey mapping agent

312 c C/10/05/4c(256): Caravans and Mobile Homes

A meeting would be arranged with Bourne Leisure to discuss this and other issues.

5 POLICE MATTERS

313 a Parish Constable’s Report

PC Bateup had now retired.

314 b Police Liaison Representative’s Report

The next meeting was on 15 November.

315 c Speedwatch

There had been a demonstration at the KAPC AGM, which had been attended by Cllrs Morrad and Mrs Burrows.

It was proposed by Cllr Morrad, seconded by Cllr Mrs Forrest agreed support be given to the release of the covenant.

7 FINANCE

321 a Bank Balances

The bank balances as listed on Appendix B were noted.

322 b Cheques signed since last meeting

None.

323 c Accounts for Payment

It was proposed by Cllr Mrs Burrows, seconded by Cllr Luck and agreed that the accounts as listed on Appendix B be paid (cheques 102066 – 102069)

324e Training and Seminars

None

8 GRANT APPLICATIONS

325 a Village Hall Storage Shed

Cllr Mrs Forrest had identified a suitable shed costing £717. It was proposed by Cllr Mrs George, seconded by Cllr Luck and agreed a shed be purchased for the hall, funded by rural liaison grant.

326 b Victim Support

Deferred for further information.

9 YOUTH COMMITTEE

326 a Chairman’s Report

Cllr Skudder gave a verbal report on the first meeting. The next meeting was on 16 January.

327 b Minutes of the Meeting held on 31 October

Received.

328 c Youth Shelter

A quotation had been received from Andy Beckett for a new concrete slab. Another quotation would be sought from Filmer Contracting. Once obtained, the Clerk was delegated to arrange for the slab to be laid.

329 QUALITY PARISH COUNCIL STATUS

The Clerk would be visiting KAPC the following week to see what was required.

11 HIGHWAYS AND TRANSPORT
330 a Footpaths

In Cllr Marsh’s absence, there was no report. Cllr Morrad said the stile on the sea wall had been vandalised.

331 b Tree Warden’s Report

Cllr Colyer said that four dead elms were hanging over the Avery Way footpath and he would deal with it.

332 c Caretaker

Nothing to report.

333 d Lighting

Cllr Colyer had reported two lights out on Avery Way.

e Transport

334  i In Cllr Marsh’s absence, there was no report.
335  ii The meeting for volunteer drivers to be held on 8 December was noted.

336 GRASS CUTTING

Kirit Patel was on extended leave.

13 MANAGEMENT OF THE COUNCIL’S LAND AND PROPERTY
a Village Hall

337 i Cllr Mrs Forrest reported there were problems with the gas. Cllr Colyer said the caretaker was gradually replacing the worst paving slabs and he had removed the dangerous ones by the cherry tree.

338  ii Roof. Nothing further had been heard and the Clerk would pursue.

339 b Woodland, Avery Way

Contractors for Southern Water were replacing the main. They would make good any damage.

340 c Recreation Ground

The gate had been vandalised again. Cllr Luck would store it until Andy Beckett could concrete in new posts.

350 d All Saints Allotments

The Clerk said she had been unable to meet Cllr Marsh to progress the matter, due to his illness.

351 e Cross Park

The installation of a kissing gate and the planting of evergreens was discussed.

352 f Noticeboards

Mr Shea was progressing with the boards.

14 VITAL VILLAGES

353 Cllrs Luck and Colyer had attended the last meeting, which had included more people and had been more positive.

15 RURAL LIAISON COMMITTEE

354 a Representative’s Report

No meeting.

b Rural Liaison Grant Projects

355  i Village Hall bench. A bench would be ordered from Park Leisure. .

356  ii Recreation Ground hedge. Cllr Colyer and the Clerk to progress with Cllr Marsh when he was better.

357  iii Other projects. Councillors to give consideration to possible other projects.

358 a Representative’s Report

The minutes of the last meeting were not yet available.

17 COMMUNICATION

359 a Villagers’ Life Magazine

Copydate was 14 November. Cllr Burrows said her last issue had been delivered late.

360 b Website

Cllr Morrad asked whether an advertisement could be place in the magazine for someone to take over the website. Various suggestions including an enthusiastic grammar school student were made. Cllr Burrows said she was convinced the Council should retain a professional webmaster.

365 a Play Park

Cllr Mrs George said a resident had mentioned the lack of a play park. It was expected this would be supplied by the developer of the Avery Way development site.

The Chairman closed the meeting at 8.40 pm.
