gifts I have received on my retirement after 26 years from Allhallows
Surgery. I have enjoyed all my working years, apart from the obvious
sad nesses, and have had the pleasure of meeting some lovely patients.
I wish you all health and happiness. Brenda.

IS A RANGE OF ITEMS DISCUSSED AT THE PARISH COUNCIL MEETING HELD ON
TUESDAY 17 JULY 2007 AT ALLHALLOWS PRIMARY SCHOOL, AVERY WAY, ALLHALLOWS
AT 6.45 pm Standards Committee of
Medway Council The Committee met on the 4th
July. There are to be three panels set up to deal with discretions
of Councillors. Members will be called to serve in alphabetical order.
Planning Decisions MC2007/0734- Bay Tree Farm. This
has been refused Appointment of Internal
Auditor It was proposed by Cllr Mrs Forrest
that Ms S Stedman be appointed, and this was seconded by Cllr Lyn George.
Highways and Transport
Public Footpaths Mr Colyer was to be requested
to cut the grass. Lighting Cllr Marsh reported that lights
had been twisted by vandals Transport The yellow lines for the bus
turning point at the bottom of Avery way had still not been done. The
bus no longer goes to the Medway Maritime hospital. Catherine Smith
is trying to sort out transport using the Villager Bus if demand is
there. The last bus is no longer stopping at Kingsmead Park. Two extra
buses of number 796 have been laid on. Youth Committee Chairman's Report Cllr Skudder said that a football
Focus meeting had been arranged at High Halstow for under 12's and under
16's on the 28th July. Matthew Homes had agreed access for grass cutting
on the recreation ground. Cllr Skudder would check with the solicitor
to make sure that it was legal to hold the next Youth meeting at the
brimp. Mothers and Toddlers Cllr Mrs Forrest said the numbers
had declined recently. Liz Nash will be holding a Baby Clinic starting
on the first Tuesday in September from 1pm until 2.45pm. Hard standing area This work is to go ahead. It
is hoped to fund from Rural Liaison monies, or from an EON grant. Recreation Areas General Matters The Football nets have disappeared.
Lease Clerk to contact Property Services
at Medway Council regarding extending the lease from 1 year to a 99
year lease. All Saints Allotments The ground is to be cleared.
An estimate will be obtained for a tap and the laying of a pipe to join
up with the Southern Water supply. The gate has two padlocks so
that EDF Energy and Allhallows PC may access the site. Cross Park General Matters The Clerk reported a meeting
with Robert Emby to discuss the Pavilion. A request for funding
will go to Mark Dent at Medway Council as soon as the Costings are received.
Cross Park Committee Public Liability Insurance must
be obtained if the park is to be used for events. Police Liaison Representatives Report Tim Harris has been moved and
has been replaced by P.C. Ann Jeffrey's Website Mr Clive Stanley reported that
there had been 21853 hits to the website over the 12 month rolling period
and 3422 in June.

Smart Cards on wheelie bins and fortnightly collections
Councillor Phil Filmer the Portfolio Holder for Frontline Services, has said that there were no plans to introduce the chip and pin smart cards on wheelie bins or fortnightly collections instead of weekly ones. It had been mentioned in the local press last year that if the Council issued wheeled bins instead of black sacks, that the bins could be micro-chipped to monitor quantity of waste. However, Phil is adamant that waste should be picked up on a weekly basis. He has concerns that there could be hygiene problems with a fortnightly collections such as maggots or worse. It could also contribute to an increase in fly tipping. Smart cards are being used by a Strood based waste firm but this is nothing to do with Medway Council weekly waste collections. Phil reiterated that he supports weekly waste collections - with no bugs attached! Please keep up the recycling to help us to reduce the amount of waste going to landfill and thank you for your efforts so far. |

| Height of Conifer Trees
From the 1st of June 2005, provided they have tried and exhausted all other avenues for resolving their hedge dispute, people are able to take their complaint about a neighbour's evergreen hedge to the Council. The role of the local authority is not to mediate or negotiate between the complainant and the hedge owner but to adjudicate on whether - in the words of the Act - the hedge is adversely affecting the complainant's reasonable enjoyment of their property. In doing so, the authority must take account of all relevant factors and must strike a balance between the competing interests of the complainant and hedge owner, as well as the interests of the wider community.
Involving the council should be a last resort if neighbours really can't agree a solution. The council can refuse to intervene if they think the complainant has not done everything they reasonably could to settle the dispute.
The council will be only be able to look at complaints if they fit the following criteria:-
* The hedge is growing on land owned by somebody else. * The hedge or the portion that is causing problems is made up of a line of two or more trees or shrubs. * The hedge is mostly evergreen or semi-evergreen. * The hedge is more than 2m tall * The hedge is capable of obstructing light or views.
