Before commencing the meeting, the Chairman welcomed the member of the public to the meeting and opened the public session.

In Cllr Skudder's absence there was no report. It was expected that a representative from the Golf Club and Mr Turner (junior football) would be in attendance for the next meeting.

Cllr Mrs Forrest said the group was running well.

HIGHWAYS AND TRANSPORT

Footpaths

Cllr Marsh said that he would no longer be able to carry out the physical side of his role as Footpaths Officer. Cllr Colyer had offered to help and Cllr Marsh proposed that the caretaker be asked to do some of the work on occasion, as extra hours. This was seconded by Cllr Mrs Forrest and agreed. Cllr Marsh had completed a footpaths survey.

Tree Warden's Report

 

Cllr Colyer had planted 250 walnuts throughout the village.

Lighting

 

Cllr Colyer said that the light at the junction of St David's Road was causing problems. Anti-social behaviour by youths had diminished when it had been out but had increased since it had been repaired. It was agreed to suggest that the light be de-commissioned.

Transport

 

Cllr Marsh said that the resident complaining about “The Villager” had contacted the SE Region Traffic Division. Medway Council was aware of the situation. Responses to the letter about the last 191 bus service, asking for support, had been received. Some parishes had yet to meet. Stoke Parish Council had written directly to Arriva, instead of indicating support to Allhallows Parish Council, so that Cllr Marsh could refer the matter back to the Rural Liaison Committee. The reply from Arriva had not been encouraging, but Cllr Marsh felt that Rural Liaison might still ask him to pursue it. The bus shelter outside the shops had been vandalised and it was agreed that Medway Council be asked to remove it.

Cllr Mrs Forrest reported a very deep pothole in Binney Lane.

MANAGEMENT OF THE COUNCIL'S LAND AND PROPERTY

Caretaking

 

The hall grounds had been full of litter following a New Year party in the hall. Cllr Mrs Forrest would report this to the Village Hall Committee.

Village Hall

 

i  General Matters. Cllr Mrs Forrest said the next meeting was the following week. The tree was still overhanging the garden of 28 Stoke Road. Cllr Colyer said he would fell the tree, pruning back would not solve the problem.
ii  Hardstanding area. Quotes were being obtained.

All Saints Allotments

 

Cllr Marsh reported on the meeting with Paul Schmoeger. He was drawing up a layout. The plots could then be pegged out and people could start. Installation of water and a hardstanding area could follow.

Cllr Colyer had removed dangerous trees.

Cross Park

 

i  General maintenance. The pavilion had been damaged and the Becketts had been asked to repair it.
ii  Grant funding. Robert Emby would charge a flat fee of no more than £750 for the necessary drawings. It was proposed by Cllr Marsh, seconded by Cllr Colyer and agreed to accept.

St James Isle of Grain PC would be hosting another meeting. Cllr Marsh said there were 3 volunteers so far.

ALLHALLOWS GROUNDS REDEVELOPMENT ACTION TEAM

 

Cllr Marsh reported the next meeting would probably be during February. He was on a working party which had been set up to plan for the opening of the sensory garden.

Villagers' Life Magazine

 

Cllr Marsh reported that a delivery person was needed in St Mary Hoo. There was discussion about the council tax payers on the holiday park, whose individual chalets or caravans could not be identified. The Manager allowed copies to be kept in reception so they could be picked up. It was agreed that fewer copies would be ordered of issues published during the close season.

QUALITY PARISH COUNCIL STATUS

 

The next surgery would be on 3 March and Cllr Mrs Forrest would be in attendance. One member of the public had attended the January session and had been concerned about dogs. Medway Council's dog warden would be asked to write an article for the April/May issue of the magazine.
