HIGHWAYS AND TRANSPORT
Public Footpaths
The footpath opposite the school and by the doctor’s surgery has been cleared.
The stile at the end of Avery way by Kingsmead Park has been repaired. Information regarding disabled access is being sort.
Cross Park
Four trees at Cross Park have been trimmed following a request from a resident.
GRANT APPLICATIONS
EON is still offering grants through the “EON Source Fund”. The Woodland Trust are offering free trees. The Lottery funded Breathing Spaces programme developed with the BBC may be able to help with Cross Park. The Clerk will contact Groundwork Kent and Medway regarding the Brimp.
Mothers and Toddlers
Cllr Mrs Forrest reported that the group reopened after the Christmas holiday on the 8/1/08 and there was a good response.
Recreation Ground
General Matters
Cllr Skudder informed the members that the length of a football pitch must be between 100yds (90m) and 130yds (120m), and the width not less than 50yds (45m) and not more than 100yds (90m).
Lease
The clerk read the letter sent to Medway Council in response to the terms and conditions of the five year lease received from Medway Council.
Website
The Website manager sent a report to the meeting, that in the past 12 month rolling period, we have had some 27,131 hits on the Allhallows Parish Council website. For the last complete month of December 2007, the statistics counted 2624 hits.
The most popular viewed web pages during the month of December continue to be village newsletters (both new and old VL archive); the links page; as well as the meeting dates and documents web pages.
The Allhallows allotments
On 12th February this year Allhallows parish Council handed
me a bunch of keys and asked me to organise allotments for
the village, in the old play park in All saints Road. I was
given a list of people who wanted one. I first of all marked
out plots using string, and then mowed paths between each
plot. I then contacted the people on the list. In no time at
all nine people were staking their claims! Not quite the
gold rush, but similar in some respects. The plots vary in
size as the old play park is not square, and has an
electricity substation in one corner. The parish council has
laid on water, so we are all set for the growing season. I
thought it might take a few months to get things started,
but the site already looks like an allotment, with plots
being dug over already. The age ranges are from families
with young children- the child labour laws are still in
force Peter! - Teenagers- right up to senior citizens. I
visited last Sunday morning. It was lovely to see people
working and enjoying both the work and the friendly
atmosphere. There are is only one small plot left, so if
you are interested please contact me at the address below.
The rent for a full year is set at £20, plus £2 supplement
which enrols everyone with an allotment with the National
Society of Allotment and Leisure Gardeners. They can be
found at www.nsalg.org.uk . For the first year all plots
are half price. Senior citizens are half price as well.
Allotments have many advantages, not the least fresh
vegetables! They can be very sociable places. I recently
advised a prospective allotment holder to get a wheelbarrow,
as I use one to get each potato I dig up back to the car…..
Honest, it was this big! Fishermen have nothing on us for
stories! Leeks like drain pipes, onions like footballs,
marrows you could hollow out and live in…. all true I tell
you!

Change of category from community school to foundation school
Notice is given in accordance with section 19(3) of the Education and Inspections Act 2006 that The Hundred of Hoo Governing Body intends to make a prescribed alteration to The Hundred of Hoo Comprehensive School, Main Road, Hoo, Rochester, Kent ME3 9HH.
The proposed alteration is to change category from community school to a foundation school from 1st June 2008. The School will continue to be known as The Hundred of Hoo School.
Foundation status would mean the school would be the employer and admissions authority, have charitable status, own the buildings and premises and be able to make small changes to the constitution of the governing body. In light of the recent proposals by Medway council to re-organise schools, Foundation status will allow the school to become self governing and benefit from the freedom this offers e.g. to control our own assets, employ our own staff and oversee our own admissions. The greater confidence in managing more of our own affairs (assets, staff, admissions), will lead to reduced bureaucracy and better use of human and physical resources to promote school improvement. We will be able to consider extension to Trust Status in the future with new partners including HE, FE and Work-Based Learning, providing growth in Vocational opportunities and promoting greater diversity in North Medway provision.

Dear Residents,
I am a Brown Owl, no not a fluffy bird with feathers who’s head can rotate but a Brownie Guide leader in the village. I am writing this letter to ask for some help. Girl Guiding is a tradition that goes back a very long way and many villagers and their families may at some point have joined some part of Guiding and Scouting group. Everyone even if you have not been directly involved with these organisations knows who we are and what we do. Currently we are the only Rainbow/Brownie and Guide unit in the local area. There is a Brownie Unit on the Isle of Grain and a Rainbow/Brownie and Guide Unit in Hoo.1st Allhallows Rainbows/Brownies and Guides have children from High Halstow, Lower Stoke, Allhallows and some from the Isle of Grain as they are oversubscribed. I am a fairly new Guider and certainly am an infant in comparison to my colleagues who run Rainbows and Guides. The Guider who runs our Guide unit is currently unable to run the unit at present and so the Guides are having to come to the Brownie meetings so that their unit isn’t closed in her absence. The Guider is also due to retire in the next 2 years and unless something can be done Guides will cease from that point. As I have mentioned there are only 3 Guiders at the moment and each of us runs a section. We have been unsuccessful in recruiting volunteers, the Rainbow and Brownie units rely on parent helpers but we are in need of more. If you or someone you know is able to give some time every week, once a month, once a term then please contact me. It would be a really great opportunity for a young person who is either working or attending college particularly in childcare as it is considered quite an asset by employers and gives experience in leadership skills, organisation skills, and in some cases it may be an opportunity to learn how to write letters, do accounts, take money from parents for events, plan and organise events and trips. Any age from 18 years to 65 years can volunteer. You are able to tell us what support you can give. I feel that as a small community we need to all help each other out and I think it would be wrong if we had to deprive our young children of the opportunity bigger towns and community have because no one really cares or is not interested in giving some time. All three units are in need of volunteers but at least Rainbows and Brownies will continue for the time being, although we may have to turn children away because we just can’t accommodate them but Guides are in a very vulnerable state at the moment and really needs your help. If you are someone who is 16 – 18 and you want to help please contact me. You would be a valued member of the team. You may need to Join the Unit as a Ranger or Young Leader but you are still able to make a difference to the dynamics of the team. NOTICE
Two black Labrador’s are being let out unattended in Cross Park. These are causing concern to residents walking in the park especially young children playing. If you are the individual concerned would you kindly refrain from doing so. The Parish Council’s bylaw’s state that all dogs are to be under control at all times. Medway Councils Dog Warden has been alerted and will remove any offending unattended dogs. You have been warned.
