ALLHALLOWS PARISH COUNCIL REPORT

LISTED IS A RANGE OF ITEMS DISCUSSED SINCE THE LAST MAGAZINE

 

VILLAGE HALL ADDITIONAL INSURANCE
The clerk reported that based on a turnover of £10K the additional insurance for the Trustees to cover unintentional non-compliance with legal and Charity Commission Legislation, and slander and liable would cost £136 for £100K cover and £193.75 for £250K cover.

HIGHWAYS AND TRANSPORT
It was reported that the footpath by the Doctor’s surgery (previously reported as overgrown and having an ants’ nest) had been partially cleared but the vegetation and rubbish removed had been piled up against a resident’s fence. It was agreed to action the problem.

Tree warden’s report
The meeting was suspended so that Mr Colyer could give his report. He reported that there were no problems with trees but that the grass verges were still in need of cutting. The meeting was reconvened.

Lighting
Cllr Marsh reported that the light opposite Queensway, which had been damaged by a vehicle, had been tidied up and the exposed wiring dealt with.

Other matters
The street cleaning contract with Medway Council is due to terminate in September2009. A notification has be received from Medway council asking whether the Parish Council wish Medway Council to arrange the street cleaning contract or whether the Parish wish to undertake the service themselves. The Parish Council voted unanimously to ask Medway Council to arrange the cleaning contract. Clerk to inform Medway Council of the decision.

GRANT APPLICATIONS
Cllr Rod Morrad reminded the meeting that there was £50 million available for grants for recreational country parks, but that councils were not eligible to apply. He urged that the Cross Park Association be reconvened.

YOUTH COMMITTEE
Cllr Skudder reported that he and Cllr Duncan were to engage with the youth to explain that any damage to the children’s play equipment will mean that the money available for the kick wall will be diverted to repairs. A meeting was held on the 28th June to discuss the siting of the play area which will be installed 29/30 July. Cllr Mark Skudder and Cllr Mrs Yvonne Forrest will meet to mark out the area for the contractors

MOTHERS AND TODLERS
The mums and toddlers group is well attended. A visit has been arranged from a health visitor and a nursery nurse to give advice and to demonstrate resuscitation techniques.
 
MANAGEMENT OF THE COUNCIL’S LAND AND PROPERTY

Caretaking
An inspection was carried out two weeks ago. The clerk is to seek clarification as to which areas are cleaned by Medway council, which should be cleaned by the parish council’s cleaner and which areas are the responsibilities of residents.

Village Hall
An informal meeting is to be held between the Parish Council as custodian trustee and members of the Village Hall Committee to discuss the trusteeship of the Village Hall. Cllr Mrs Yvonne Forrest is to let the members know.

Recreation Ground
Cllr Mrs Forrest will contact Matthew Homes regarding access to the recreation ground for the play area installation and also for the grass cutting and marking of the football pitch as access through the private garages has now been refused.

Cross Park
It was agreed that the contractor runs the mower cutter around the proposed bridle path. Some of the natural waste of wood and brambles are to be used to block the hole in the old school fence. Mr Mark Colyer is to be contacted and asked to advise on the cost of brambles and whether the natural stream can be redirected or the footpath moved.

CLERKS REPORT
The clerk contacted Medway Council regarding a response to the letter earlier this year about the housing development. She has also written to the Kent Primary Trust regarding the rurality of the area and the applications to open pharmacies in the Rochester area. She has been in contact with Medway Council and the police regarding the disused garage in Avery Way. The Elms Surgery has been contacted regarding rumours of closures. She has also been in contact with the Medway council regarding the Mosquito spraying contract. Medway Council have also been asked for 30mph signs and drive on the left signs outside the entrance to Bourne Leisure in a response to residents concerns.

CORRESPONDENCE
A letter was received from Matthew Homes stating that construction of the development is in accordance with MC2006/1382 and the outline planning permission MC2001/2143 which didn’t include the provision of a children’s play area. On this subject an email was received from a planning officer of Medway Council stating that the original application ME94/0471 was withdrawn in 1994. A meeting was held on the 29/8/2006 and the September Council meeting was also attended by a member of the planning department to explain that “the issue of community facilities was considered at this time” (Feb. 2006) “and a children’s play area within the actual site boundaries was not considered necessary as a requirement of the Local plan Policy H1 stipulated that the playing field adjacent to the site should be retained for public use” An email was received from the PCSO stating that the garage area in Avery way was being regularly patrolled. The agency who is dealing with the garage have been contacted and asked to secure the site. A letter was received from Medway council regarding a pilot scheme to ban verge parking. An email was received in regard to mosquito spraying in response saying that Binney Road ditch and the stables are on the schedule and are sprayed each year, however the spraying is behind (not yet started) due to “unforeseen staffing problems” the spraying should now commence in July.

A letter was received from Allhallows Leisure Park regarding Allhallows residents disabled access to the beach area through the park. Accesses to vehicles accept for bone fide holiday makers and private owners are not allowed. However “should a disabled resident of Allhallows with to gain access to the seafront with a vehicle then they will allow them access, they would however ask that they produce their blue badge to confirm their status”

A letter was received from EDF regarding the recent power cuts, which explained the difficulty in locating faults and reassuring residents that they are striving to give customers a reliable supply of electricity

WEBSITE
In the last 12 month rolling period, we have had some 29338 hits on the Allhallows parish Council website. For the complete month of June the statistics counted 3099 hits. The most popular viewed web pages during the month of June were the Walks, the village magazine and the Chairman’s Report as well as the usual PC minutes and Agenda web pages.

UNSOLICITED CORRESPONDANCE.
From time to time the Parish Council members receive letters unsigned, with no address and also phone calls from residents who do not wish to leave their names. Due to ever increasing litigation the Parish Council cannot action events that they have not witnessed personally and need your written complaint with both your name and address especially when there is the possibility the complaint is about an illegal action. This is also the case when the Parish Council is accused of not doing something that there is a very good reason why and we are unable to explain why not if we do not know who to contact. This is just a reminder that all unsolicited correspondence will not be actioned in any way.

VANDALISM.
We have to report that the newly installed play park in the recreation ground has already suffered damage. At present we have to employ a person to inspect clean and repair this equipment on a DAILY basis. Just remember that this costs all of us money that could be spent on other facilities in the village.

WE THE UNDERSIGNED REQUEST YOUR SUPPORT

It has come to our notice that there is a White Paper (currently a Green paper) coming before parliament in July with plans to do away with Dispensing Surgeries. This has caused considerable concerns to the residents of Allhallows who have asked the Allhallows Parish Council to find out what can be done.

It is considered that it is already very difficult for elderly residents or those without transport to obtain pharmaceutical goods out of surgery hours, and often a problem to reach the surgeries when they are open without the help of good neighbours.
The Parish Council of Allhallows therefore consider that the area needs and would welcome a pharmacy in the area to cater for the need s of residents at weekends and out of surgery hours.

I am pleased to tell you that Bob has replied to this: “Thank you for your letter 6 September. I have recently met with four GPs from the Elms Medical Practice in Hoo who are concerned at the implications of the Government’s proposals on rural communities. After a lengthy discussion I wrote to Dr Howard Stoate MP to ascertain his views. Dr. Stoate has grave reservations and has raised this at ministerial level. I am enclosing copies of the correspondence for your information. I have sent copies to the Rt Hon Kevin Bannon MP, Chair of Health Select Committee for his observations. When Parliament returns after recess I intend to continue to campaign against the proposals contained in the White Paper. I will keep you informed of developments.

We meet in the Village Hall 7 p.m. to 10 p.m. Friday evenings. This is a very friendly club and welcomes you to give us a try. With two players returning and one new member, this is the boost the club needed. Thanks go to all our members for supporting the club when things looked like folding up.

C O N S T I T U T I O N

Cross Park Association hereafter called CPA, shall be responsible to Allhallows Parish Council hereafter called APC, for the promotion and general control of Cross Park within the agreed terms laid down by APC. All insurance liabilities shall be the responsibility of APC. All assets including items purchased by CPA shall automatically become the sole property of APC.

 

  • Voting shall be a simple majority show of hands with a minimum of 3 members to make a quorate.
  • The number of Allhallows registered voters allowed to be a member of CPA shall not be limited. 
  • The presiding chairman shall have a casting or extra vote to determine any ties.
  • The Treasurer shall be responsible for controlling the bank account.
  • There shall be 3 authorised signatures to the account with any 2 authorising the cheques.
  • The Secretary will be responsible for printing and publishing all agendas and minutes of the meetings; also dealing with all correspondence in consultation with the chairman.
  • An AGM shall be held each year in the month of April (new financial year).
  • An independent auditor shall be appointed by CPA.
  • The audited accounts shall be made available and printed in Allhallows Life each year.
  • APC reserve the right to take back total control of the park should the need arise.
  • All proposed facilities must be approved by APC.

 

5.   Items for suggestions for Cross Park following the last meeting.

Country type park theme (more trees)  …  (f) Concrete benches and tables (i.e. vandal proof) for picnic area. The Parish Council may agree to sponsor the first picnic bench and table.

The Navy Lark

I logged the date time and call sign of the aircraft that had just asked for permission to join the range knowing that as I had three aircraft on range I had a few minutes respite before hearing the bomb gone call. It was then that the ‘phone connecting the No1 radar quadrant rang. I picked up the receiver.


“Control Tower”

“Sergeant. John Purdy No 2 quadrant I think you had better take a look at those naval vessels in the bay I think they are in the danger zone. I have taken a bearing perhaps you ought to get another cross bearing.”


I stood to look out over Lime bay I put my binoculars to my eyes and looked out over the bay to the ships I could see there. John was right they were Navy vessels and one of them was an aircraft carrier. I handed the phone to Ron Clapson the bearing plotter

“Ron take this bearing from John.” I picked up the phone to No 4 quadrant situated at the other end of Chesil Beach from No 2. Peter Davies answered.

“Peter give me a fix on those Navy craft in the bay especially that aircraft carrier”.

I wrote down the bearings he gave me and handed them to Clapson. He crossed the bearing with that from No 2 quadrant “Je’ez Sarge they are about five miles inside the range.”

I picked up the phone that connected with our base at Radipole Lane. LAC R.C. Brown whose nick name rhymed with his initials answered “RAF Radipole Lane.”

“Arcy Sgt White, put me through to the naval base at Portland as fast as you can.”

I think Arcy must have heard the urgency in my voice in seconds I heard “HMS ------Portland “

“This is Sergeant White duty controller Chesil beach bombing range I must speak to your duty officer.” The voice at the other end asked

“Why” his tone made me angry

“Because, who ever you are, some of your b…… boats are playing silly b…… inside our danger area. So get me the duty officer now.” There was silence for a moment, then “Lt Co. Soames.”

“Sir Sgt White duty controller Chesil beach bombing range. Several of your boats are in our danger area and I have three aircraft on the range ready to drop bombs.”

“Are you sure they are inside the range Sgt” “Absolutely sir”

” Well can’t you tell them to hold off.”

“No sir once they pick up the GH signal they go into radio silence.” “Oh that’s awkward Sgt.”

The supercilious tone of the man was starting to annoy me. ”Sir you must contact them and warn them” “Yes Sgt I suppose we must.” It was then that I heard. “Chesil Control Able Robert Two Four Bomb gone.”

“It’s too b….. late sir the first aircraft has dropped its bomb.”

I stood staring out of the window a few moments later the 25 pound bomb hit the water seemingly just yards from the carrier.

Immediately across the bay came the sound of klaxons blaring I saw the smaller ships veering away from the area, Ron Clapson taking the bearing of the bomb strike from the quadrants reported

“That was just fifty yards from the carrier Sgt.” I spoke into the phone again.

”We were lucky sir we missed only by fifty yards though.” “Right Sgt I get your point leave it with me.” The line went dead. I sat down as I did so the radio burst into life once more. “Chesil control Victor Easy 17 bomb gone” I stood focusing my binoculars towards the carrier, this bomb was close but not as close as the first, the readings from the quadrants confirmed a distance of 70 yards. The third bomb was even further away. The ships were clearly moving out of the area. Warned perhaps too late by Lt Co Soames or the close proximity of the bombs I neither knew nor cared. I turned to Rex Lane my radio operator

“Rex close the range to any other aircraft”

I picked up the phone and called Radipole lane once more. “Arcy put me through to the C.O. “ Fl. Lt English listened as I reported the mornings events to him “Right Sgt make sure everything is logged exact times etc your conversation with the Lt Co and write a full report. I doubt we have heard the last of it”

He was right, a week later the C.O., my self armed with my report, my logs and those from the quadrants attended Portland Naval base to give evidence at an inquiry into the incident. I was a little nervous never having seen so much gold braid before. After I had given my report copies of the logs were taken then we were thanked asked to leave. As we drove away I said. “Seemed they could not get rid of us fast enough sir” The C.O. laughed. Well you know what it is Sgt, Senior Service and all that didn’t want us seeing them wash their dirty linen. You can bet your life though some one is in for a right rollicking.”

If they were we never heard of it.
