Standards Committee

 

Cllr Marsh reported that a meeting was held on the 29 May 2008.  Cllrs may now be brought before members in their own area. Parish Councillor members of the Standards Committee will only be allowed to deal with fellow Parish Councillors not Ward Councillors. There will be three sub-committees. Members can only sit on one committee. The chairman must be an independent member.

  1. MC2008/0719 – The Planning Committee met to discuss this application, and agreed not to raise any objection.
  2. The planning Committee also discussed the rural status of Allhallows and the applications to open pharmacies in the Rochester Area. The committee considered that Allhallows is a rural area and a pharmacy is required preferably in Allhallows. Clerk to respond.

a. Speed limit repeater sign in Avery way.

b. 2x30mph signs by the Garage at the entrance to Bourne Leisure.

c. A reminder sign outside the entrance to Bourne leisure to drive on the left in Dutch, Polish, Bulgarian, and English.

GRANT APPLICATIONS

 

The grant from EON has been received. Cllr Skudder is to arrange for the work to be done.

The Finance Committee proposed that a grant be made to the Primary School of £250 towards the cost of the Community Event to be held on the 13th June, and that a grant of £100 is given for the Brownies and Rainbows. These proposals were ratified by the meeting.

Chairman’s Report

 

The finance Committee asked the meeting to ratify the decision to go ahead with a play area costing £11k approx excluding VAT to be sited on the recreation ground. The meeting ratified the decision. A consultation meeting will be held on the recreation ground on Saturday 28th June at 10.00 am.

Cllr Skudder had requested that the clerk obtain a quote for an additional Kick Wall, this she had done and the cost had gone up slightly to £4034. It was agreed to shelve the new Kick Wall until next year unless a grant was forthcoming.

It was reported that there was problems with the electricity supply during a recent disco. The sockets are to be checked.

The Clerk reported that the grass was due to be cut this week. The cut had been delayed due to the unusually high rain fall.

Cross Park

1.General Matters

A meeting will be held to discuss the positioning of the bridle path and the removal of

 brambles on Thursday 19th June at 5.30pm.

 

It was suggested that a high barrier which might deter protesters could be placed at the entrance to Cross Park however this was rejected as the tractor for grass cutting would not be able to get through. Horses are also likely to be brought to the park in horse boxes so a barrier is not a practical solution. 

A quote has been received for the strimming the bank at the entrance to Cross park for £67.50 per cut. This was approved by the council.

RURAL LIAISON COMMITTEE

 

Cllr Marsh reported several issues which were brought up at the Rural Liaison Meeting:-

  1. It was agreed by the Rural Liaison Committee and ratified by Medway Council that Cllrs Chris Buckwell, David Comber and Alan Marsh be appointed to the Standards Committee.
  2. Hoo is to have its own dedicated police officer, which will free up time for our WPC Jeffrey and PCSO Julie Burrows.
  3. A comprehensive report on youth development is to be undertaken.  The   workshops at Cuxton are continuing.
  4. There will be a bus review undertaken due to the housing development at Chattenden which will incorporate the whole of the Hoo peninsula. A rail review of the network for Kent and London is to take place to look at what improvements can be made.
  5. A paper was brought to Rural Liaison Committee regarding the long power and water cuts which occurred at Hoo. Concern was unanimously expressed and it was agreed that any matters of this serious nature should be referred to Medway Council’s Scrutiny Committee.

COMMUNICATIONS

 

Allhallows Life Magazine

 

Some areas of Allhallows have not as yet had deliveries of the magazine.  Volunteers are still required to help with delivery.

 

Website

 

In the last 12 month rolling period, we have had some 30,077 hits on the Allhallows parish Council website. For the complete month of May the statistics counted 3424 hits. The most popular viewed web pages during the month of May were the Links page, the parish magazine as well as the minutes and agenda web pages.

CLERKS REPORT

 

 The clerk has written to the contractor and contacted the planning department again regarding the play area in the original planning application for the housing development. She has written to Bourne Leisure to clarify the position regarding disabled access to the beach. Thanks were sent to the Ward councillors, Medway Council representative and the police for giving up their evenings to attend the annual parish assembly. Medway council has been contacted regarding mosquito spraying, lights out, and grass verges needing cutting. The caretaker and the Village Hall Committee have been written to regarding the grass cutting at the Village Hall. The clerk has also written to EON regarding the number of power cuts experienced recently.

CORRESPONDENCE

 

The clerk has received a letter from the Hundred of Hoo school stating that the school has determined to become a foundation school with effect from 1/1/09. An email was sent from PCSO Julie Burrows that the number to contact her and PC Ann Jeffrey should be 01634 792346 (leave a message on the answer machine and they will get back to you). In an emergency requiring urgent police presence please use 999 or 01634 891055. An email was also sent from Roxana Brammer to remind members of the invitation to attend High Halstow’s meeting on Wednesday 11 June at 8.00pm to meet Alan Dennington of the Charlton Athletic youth scheme. Kent BTCV sent details of the tree and Pond Warden’s scheme. An email was received from Andy Coles stating that the Marshes are sprayed for Mosquitoes each month between April and September.

ANY OTHER URGENT BUSINESS

 

Complaints have been received regarding the Mosquito problem. The clerk is to request that Binney Road ditch and the stables are included in the spraying. It is alleged that the Elms doctors Surgery is to close in Allhallows. The clerk is to write to the Primary Health Trust regarding this. The garage in Avery Way due for demolition is alleged to be being used by youth on a Friday night, and that a tanker has been seen there. Clerk is to contact environmental health.
