It was proposed by Cllr Morrad, seconded by Cllr Marsh and agreed unanimously that Mark Skudder be co-opted to the vacancy created by the resignation of Richard Festorazzi. Mr Skudder signed his declaration of acceptance of office.

Cllr Morrad had dealt with this and had sent a response of no objection as he had thought it would be out of time. It was proposed by Cllr Mrs Forrest, seconded by Cllr Marsh and agreed that this response be ratified.

Bank Balances

 

i   The bank balances as listed on Appendix B were noted.
ii  Barclays Bank was converting all Business Reserve Accounts to another form of account. The Council's account only held £17.04 and the Council already had a Business Base Rate Tracker Account which gave a better rate of interest than the account being proposed by Barclays. It was agreed to transfer the £17.04 to the Business Base Rate Tracker and close the Business Reserve Account.

It was agreed that the accounts as listed on Appendix B be paid (cheques 102032 – 102035), with the addition of £200 to Clive Stanley (102038), £106.12 to G J Todd (102039) and £9.30 reimbursement for keys to Cllr Mrs Burrows (102040).

Kent Wildlife Trust. It was proposed by Cllr Colyer, seconded by Cllr Luck and agreed to renew the subscription to the Kent Wildlife Trust. (£38, cheque 102036)

Rainbows, Brownies & Guides

 

It was proposed by Cllr Marsh, seconded by Cllr Mrs Burrows and agreed that a grant of £175.50 be given to the Rainbows, Brownies and Guides for hire of the Village Hall. (cheque 102037) under Section 137 of the LGA 1972.

Dramarama Youth Workshop

 

Having declared a prejudicial interest, Cllr Skudder left the room.

 

After discussion, it was proposed by Cllr Mrs Forest and seconded by Cllr Mrs Burrows that a grant of £100 be made, subject to a statement that at least two children from within the parish would be taking part. This was agreed unanimously. Mrs Skudder would be asked to submit a list of all Allhallows children who had taken part. The grant given under Section 145 of the Local Government Act 1972 (cheque 102041).

 

Cllr Skudder returned to the meeting.

Cllr Marsh had found a volunteer to help him clear footpaths within the parish.

Caretaker

 

It was agreed the caretaker was doing a good job.

 

The Clerk had approached Medway Council about taking on the devolved function of the street cleaning. She had been told this was not possible at present as the contract had been let to Cleanaway until 2009.

Lighting

 

Cllr Colyer reported there was a new light in Avery Way .

Transport

 

Cllr Marsh reported on a dispute between Medway Council and Arriva. Tom Calvert was investigating why the Amberlee service was not running. A trip to Hastings had been organised for 5 August.

Village Hall

i  Cllr Mrs Forrest reported that a fire extinguisher had been stolen and had been found on the old school site. The Fire Service was being asked to carry out a check. They were hoping to break even financially. Mrs Skues was resigning as caretaker from the end of July. New curtains had been put up.
ii  Roof. The Trading Standards officer had paid a site visit.
iii Garden Area. The fencing had been started. The pre-school shed was rotten and the pre-school would be informed. Cllr Colyer said that the grass had been cut and the new plants were being watered.

Recreation Ground

 

i  General matters. Nothing to report.
ii  Youth Shelter. The youth shelter was on order. Cllr Marsh had written an article for the magazine.
iii  Goal Posts. These would be ordered to co-ordinate with the installation of the youth shelter.

It had been reported that rubbish had been dumped on the site and Cllr Marsh would investigate.

Cross Park

 

i  General Maintenance. Cllr Colyer had nothing to report. The Clerk had arranged a meeting to reform the Association.
ii  Metal Detecting Club. The Club's request was discussed. Cllr Marsh had concerns about parking. Cllr Mrs George proposed that the Club's request be granted. This was seconded by Cllr Colyer and carried, 7 votes for, 1 against. Cllrs Morrad and Colyer would make joint arrangements for supervision on the day.

Noticeboard

 

Cllr Marsh reported that WPC Knight had advised against installing a noticeboard by the shops. An alternative was on the Village Hall, which would still serve that end of the village

The Brimp

 

The Clerk reported that one of the Scout leaders had telephoned to confirm that the lease expired in June 2006. She had asked that the district commissioner contact her so that discussions could start about what would happen after that date but he had not done so.

Cllr Marsh reported that the Quiz Night had had to be cancelled. The questionnaire had officially closed, with a 14% response. The results would be published in a future issue of the magazine. Satellite groups were being set up.

A review meeting with the Editor had been held. Circulation among the chalets had been discussed. Cllr Marsh had found a volunteer for delivery and the Clerk would attempt to discover which chalets paid council tax.
