Cllr Colyer declared a personal interest in item 9c as the caretaker’s husband.

It was proposed by Cllr Marsh, seconded by Cllr Luck and agreed that the minutes
of the meeting held on 8 February 2005 and of its adjournment on 15 February
be signed as a true record.

MATTERS ARISING
485 a C/02/05/19a: Resignation of Chairman
A letter of resignation both as Chairman and from the council had been received
from Cllr Swaby, to take effect from 13 April 2005. Cllr Morrad proposed a vote
of thanks to Cllr Swaby for his work, dedication and enthusiasm. Best wishes
for his future life in Spain were conveyed to Cllr Swaby from all present.
5 POLICE MATTERS
486 a Parish Constable’s Report
In PC Bateup’s absence, there was no report.
487 b Police Liaison Representative’s Report
Cllr Luck said the next meeting was in April.

492 i Allhallows Place
The breach had been reported to the Enforcement Officer.
493 ii Pit Stop Garage/Bourne Leisure
Following action by the Enforcement Officer, the caravan had been removed.
494 iii Kent and Medway Structure Plan
It was noted the Panel Report on the Examination in Public was available on
the website.
495 d SEERA SE Plan
Cllr Mrs Burrows reported on the meeting held by Medway Council on 7 March.
A draft response was delegated to the Clerk for the next meeting.

FINANCE
496 a Bank Balances
The bank balances as listed on Appendix B were noted.
497 b Cheques signed since last meeting
None.
498 c Accounts for Payment
It was proposed by Cllr Festorazzi, seconded by Cllr Mrs Burrows and agreed
that the accounts as listed on Appendix B be paid (cheques 101993 – 101995),
with the addition of £423 to Baker & Son (cheque 101996) and £10
to Medway Council (cheque 101997).
499 d Subscriptions
i National Society of Allotment And Leisure Gardeners. £50 + VAT subscription
and one 10p share in Society (£58.85). It was proposed by Cllr Marsh,
seconded by Cllr Colyer and agreed to join the Society, who would give help
in setting up allotments. (Cheque 101998).

500 GRANT APPLICATIONS
None.
9 HIGHWAYS AND TRANSPORT
501 a Footpaths
Cllr Marsh was engaged in doing an inspection of the footpaths.
502 b Tree Warden’s Report
Cllr Colyer said a small spruce had been planted in St George’s Walk.
503 c Street Cleaning/Litterpicking
The caretaker would be doing extra hours over half term.
504 d Lighting
Cllr Colyer was reminding Medway Council about the light outside the shops.
505e Transport
Cllr Marsh said the pilot trip to Canterbury had been successful in spite of
the weather. He would be attending a Transport For Medway day on 18 March.
10 MANAGEMENT OF THE COUNCIL’S LAND AND PROPERTY
50 i General Matters. In Cllr Mrs Forrest’s absence there was no report
507ii Roof. The Case was still with Medway Trading Standards.

a Village Hall iii Garden Area. Cllr Colyer reported that the caretaker wanted
to start, but had been prevented by the weather. Cllr Buckwell had committed
£1,000 from his ward improvement fund.
509b Woodland, Avery Way
The work had been completed and Cllr Colyer said he would deal with the dead
elms.
510 i General Maintenance. Cllr Marsh reported surveyors had required access
to the development site. It was agreed to fence the woodland when the lease
had been signed.
511ii The lease was expected in the next few days.

c Recreation Ground iii Youth Shelter. This would be ordered when the lease
had been signed and permission had been given by Medway Council.
513 d All Saints Allotments
Cllr Marsh said that he and the Clerk had discussed the provision of allotments.
He recommended a quality scheme, with the provision of water, compost bins and
gravel paths between the plots. It would cost more to set up but could command
more rent. The ground needed surveying and levelling before anything could be
done. It was agreed this be proceeded with.
e Cross Park
514 i General Maintenance and Trees. Cllr Colyer said he had obtained 10 trees from the BCTV and would replace the dead trees.
515 ii Projects. In abeyance.

516 VITAL VILLAGES PARISH PLAN
Cllr Marsh reported the Finance Group, consisting of Cllr Beckey, Cllr Marsh
and Mrs Lyn George had met and would open a bank account. Cllr Beckey had approached
a graphic designer to produce the questionnaire. Arrangements were being made
with Mrs Beckhelling to present a prize to the winner of the logo competition.

a Representative’s Report
Cllr Swaby said the next meeting in March would be an open meeting and speakers
would be Mark Bowen and Oliver Grant of Environment Agency Floodscape. He had
attended a meeting on Floodscape the previous week with Cllrs Marsh and Colyer.
There were no immediate plans and they were only interested in the Thames, not
the Medway.

a Representative’s Report
No meeting had been held.
14 COMMUNICATION

a Villagers’ Life Magazine
The Editor had reported that some advertisements were being withdrawn but she
had obtained others to take their place.
520 b Web Site
The website was being developed and extended. It was understood from Mr Stanley
that so far there had been 5,240 hits.

521 CLERK’S REPORT
The Clerk reported on a seminar on new legislation. Due to the weather, only
half the day had been held, the remainder had been deferred to another occasion.
Information had been given on the Freedom of Information and Data Protection
Acts. The Council should register under the Data Protection Act and she would
explore this.

ANNUAL PARISH MEETING AND ANNUAL PARISH COUNCIL MEETING
It was agreed that the Annual parish Meeting and Annual Parish Council Meeting
be held on Tuesday 17 May, due to the Clerk’s inability to attend a meeting
on 10 May.

a Vehicles, St Luke’s Way
Cllr Colyer reported that vehicles in St Luke’s way had had their petrol pipes
slashed and petrol drained. This had been reported to the police.
527 b Garage Court, St David’s Road
It was reported that motor bikes were causing a nuisance.
The Chairman closed the meeting at 7.52 pm.
